C. Keeping Close to the Community,
Establishing a New Approach

27. When the current term of this Council
began its work last October, I shared with Members the
Government's determination to adopt a new approach to
governance and to follow public opinion even more closely.
While preparing for this Address, I also heard many views
from different sectors of the community. In summary, the
public is most concerned about 11 issues. The following
is the Government's response. |
