This year the Hong Kong Special Administrative Region Government has introduced a new format for the presentation of its policies and programmes to reflect the introduction of the target-based management process announced in the 1997 Policy Address. This process focuses attention on the results the Government aims to deliver for the community.
This compendium provides a composite presentation of the 37 Policy Objective booklets published by the Government as part of the 1998 Policy Address exercise. It follows a standard structure for each policy objective -
This is the first time that the Government has published its policy statements in this format. Over time, experience in setting targets and measures will grow, as will the information available to measure actual performance. The Government welcomes views from the public on this compendium.
