Overview

     The Hong Kong Special Administrative Region Government is committed to reporting to the community on the progress of its pledges every year (Note). The publication of the Progress Report should enable the public to judge the Administration's performance according to the published targets.

2.   In the past year, we have worked on a total of 961 pledges. The following paragraphs summarise the progress we have made.

On Target

3.   The Government is well on target in meeting 922 of these commitments, or 96% of the total.

Behind Schedule

4.   There are 39 undertakings, or 4% of the total, where we are behind schedule. Our Report identifies clearly those undertakings which are behind schedule and explains the reasons for the shortfalls or delays. We will take all possible measures to catch up with these items.

5.   We will continue to report to the community on progress made on the outstanding commitments.

Note : The progress of the Judiciary Administration's pledges is not included in this year's publication. The Chief Justice will publish a separate report on the policy initiatives of the Judiciary in the new legal year in 1999.
