Policy Address

  1. to provide 6 200 additional places for rehabilitation services, including 2 016 places for day training and vocational rehabilitation services, 2 713 places for residential care services and 1 471 places for pre-school rehabilitation during the term of this Government.  In the long run, the Government will also provide additional places through the Special Scheme on Privately Owned Sites for Welfare Uses;
  2. to regularise the Pilot Bought Place Scheme for Private Residential Care Homes for Persons with Disabilities, with the cap of subsidised places in each home raised to 70%;
  3. to regularise three CCF programmes.  One provides a training subsidy for children with disabilities from low-income families, allowing them to pay for self-financing services while they are on the waiting list for subvented pre-school services.  The other two provide a subsidy for persons with severe physical disabilities living in the community to cover their expenses to purchase medical equipment and consumables, and for one-stop integrated support services co-ordinated by case managers in accordance with their needs;
