The Chief Executive in his Policy Address 2003 has set the direction for revitalising Hong Kong's economy. The Government will promote economic recovery and take decisive action to eliminate the fiscal deficit.

We will expedite economic integration with the Pearl River Delta. We will also enhance Hong Kong's role as an international centre of business and trade by encouraging enterprises from the Pearl River Delta and the US, Europe and Japan to set up offices in Hong Kong.
